OUTDOOR RECREATION FACILITIES:
POLICY / PROCEDURE STATEMENT


TITLE: Authorized Use of Outdoor Recreation Facilities

SUMMARY: The primary purpose of outdoor recreational facilities at UNC Charlotte are to support outdoor sport recreation and athletic activity for University students, faculty, and staff. Use for other purposes, such as non-sports recreation, special events or sport recreational use by non-affiliated users is secondary. Such use will be permitted within reasonable
time, place, and manner restrictions established to insure that the facilities can be maintained in a manner to support their primary purpose of supporting outdoor sports recreation. Outdoor recreation facilities are available for Affiliated use by the students, faculty and staff of UNC-Charlotte. University groups may also request space for Sponsored Non-Affiliated groups according to the guidelines of University Policy Statement # 21. Non-Affiliated groups may also request space according to the same guidelines stated in the University Policy Statement # 21 These areas can be reserved for use through the University Reservation and Conference Service Office in the Cone University Center. The reservation system provides for a review of the request to ensure the appropriate use of the space requested and to control the scheduling of the space. In certain instances, the recreation area is available on a first come first serve basis (areas marked below with an *) although the Reservation Office can specifically reserve any recreation space for a group and this takes precedence over any first come first serve users.

** Casual use by University students, faculty, staff permitted on first come, first served basis if space is not previously scheduled and within guidelines established below

Students, faculty, and staff may request the use of these areas by completing a Reservation Request Form at the Reservation’s Desk in the Conferences, Reservations, and Event Services Office located in the Main Administrative Offices of the Cone University Center (Office hours are Monday - Friday from 9 AM - 4PM). Student Organizations as well as University Departments may also request a recreational space with the same form for a Sponsored Non-Affiliated Group. A Verification Of UNCC Sponsorship Form must accompany the Reservations Request in these instances. Non-Affiliated groups must also request recreation facilities with the Reservations Request form. All requests for recreational space are reviewed and approved on a weekly basis by the Director of Recreational Facilities Management, or his/her designee, in consultation with a Recreation Facilities Committee composed of representatives from Athletics, Health Promotion and Kinesiology, and Recreational Services. The Reservation’s Desk receives notification from the Recreation Facilities Management staff if the Reservation Request is approved or denied

The recreational areas identified above (*) that are normally used on a first come first serve basis by UNC-Charlotte students can be reserved through the Reservation Desk for an activity by student groups or by Conference Services. In these instances a representative of the group that is attending and/or participating in the activity at the recreational site must carry a confirmation of the reservation (see attached Exhibit C) in order to verify approved use to would be first come first serve users or to Campus Police. A confirmation from the Reservation Office for these areas takes precedence over the daily first-come first- serve use.

Recreational spaces which are not utilized for varsity athletics and can be reserved (**) will be available for casual use by UNC Charlotte students, faculty, and staff on a first come, first served basis provided that: (1) The space is not previously reserved for another activity through the reservations process, (2) Proper footwear and equipment is being utilized, (3) At least 50% of the casual users are UNC Charlotte students, faculty, or staff, (4) Weather conditions permit such use without damage to facility (playing fields should not be utilized when they are wet from recent rain or noted as being under repair, and such use will damage the turf, and (5) Casual use does not include structured team practice or competition, and this use should be scheduled through the reservations process. Casual use does not permit use of these facilities to support community league practice or competitions unless this is scheduled through the reservations process and per established use and charge guidelines.

All students, faculty, and staff that are using an outdoor recreational area are to carry their UNC Charlotte identification card at all times and are expected to present their id card to Campus Police should it be requested. Unauthorized use of a recreational area for any or all of the following reasons can result in Campus Police terminating the activity: failure to request recreational space and receive approval for its use, failure to have on-site confirmation of the reservation request, failure to have a current University ID card, or improper usage (footwear or other equipment), or misuses of space.

Users of recreational facilities are expected at all times to wear the appropriate footwear for the playing surface. Rollerblades (in-line skates), skateboards, and bicycles are not permitted on any track or tennis court surfaces. Anyone wearing footwear injurious to the playing surface (i.e. cleated or hard-soled shoes on the tennis or track surfaces) will be removed immediately.

Inappropriate use of recreational space (any form of excessive or abusive activity to the playing surface) with or without an approved Request for Recreational Facilities form is prohibited. All inappropriate use is to be reported to Campus Police (# 2200) immediately.

Wet weather conditions may also restrict or force the cancellation of authorized use of the recreational areas, in particular the playing fields. Until such time that signs can be installed on the fields indicating whether a field is unplayable, authorized users should contact the office of Recreation Facilities (547-4995) 24 hours prior to the scheduled activity during the hours of 9AM-5PM to confirm the field use.

Unauthorized or inappropriate use of recreational space by an individual or group can result in the suspension of an organization’s ability to request recreational space on a regular basis for six months and for one-time use for one year.
